Özet: Bu çalışmanın amacı Türk Silahlı Kuvvetleri'ndeki işgücü devrini daha iyi anlamak üzere, işgücü devrini büyük ölçüde oluşturduğu düşünülen iş tatmini, örgüte bağlılık ve ayrılma isteği değişkenlerinin diğer bazı örgütsel ve demografik değişkenlerle ilişkisini belirlemektir. Sözü edilen değişkenler 55 sorudan oluşan anket aracılığıyla 202 kişiden toplanan verilerle incelenmiştir. Araştırmadan elde edilen sonuçlarla TSK'nde görev yapan ve emekli olmuş subay ve astsubayların durumları ortaya konulmuş ve çıkan sonuçlara göre çözüm önerileri sunulmuştur.Araştırmadan elde edilen bazı sonuçlar şunlardır: TSK'nde görev yapan subay ve astsubayların iş tatmini ve örgüte bağlılık seviyeleri ortalamadan yüksek, ayrılma istekleri ise ortalamanın altındadır. Örgüte bağlılık, ayrılma isteği, iş tatmini ve iş tatmini alt boyutlarının kendi aralarında kuvvetli ilişki içinde olduğu tespit edilmiştir. İş tatminiyle en güçlü ilişkisi olan boyutlar, adaletin olması ve amirden memnuniyet olarak bulunmuştur. Adaletin olması boyutuyla da en kuvvetli ilişkinin amirden memnuniyetle olması ve adaletin dağıtılmasında da en önemli faktörün amir olduğu düşünüldüğünde TSK'nde iş tatminini etkileyen en önemli unsurun amirden memnuniyet boyutu olduğu sonucuna varılmıştır. Mesleğini kendi isteğiyle seçmiş, sivil lise mezunu, bayan, subay olmak ve sicil sıralamasında üst düzeylerde bulunmak, genel olarak daha yüksek iş tatmini, örgüte bağlılık ve daha düşük ayrılma isteğiyle birlikte karşımıza çıkmaktadır. Emekli olanların işin kendisinden memnuniyet, örgüte bağlılık, iş arkadaşlarından memnuniyet ve ücretten memnuniyetlerinin daha fazla olduğu tespit edilmiştir. Bu sonuçların oluşmasında emekli olanlarla çalışanlar arasında iş yaşamından beklentiler ve çalışma değerleri itibariyle farklılıklar olması ve emeklilerin işlerinin iyi taraflarını anımsamalarının etkili olduğu değerlendirilmektedir. Yapılan regresyon analizleri, açıklanma katsayıları itibariyle en yüksek katsayıdan en düşük katsayıya doğru sıralandığında, önce iş tatmini, sonra örgüte bağlılık, en sonda da ayrılma isteği regresyon modeli gelmektedir. Ayrılma isteğinin açıklanma derecesinin düşük olmasında, ülkenin genel ekonomik durumu, iş bulma imkanları ve kişinin kendisine iş bulma konusunda güvenme derecesinin değerlendirmeye katılmaması etkili olmuştur. Çalışmanın sonucunda TSK'nden emekli olma davranışının oluşmasında etkili olan nedenlerin başında, çalışan kişinin kendisinden ziyade ailesinin etkili olduğu belirlenmiştir. Emeklilik hakkını elde eden personelin, tayin olacağı yer hakkındaki fikirlerinin dikkate alınması, kendisiyle beraber ailesiyle ilgili meselelere de önem verilmesi ve gerekli olduğu takdirde, tayin yeri hakkında düzeltmelerin yapılabilmesinin ayrılma davranışında azaltmalar sağlayacağı değerlendirilmektedir.

Abstract: The main goal of this study is to specify the relationship between the variables such as job satisfaction, organizational commitment and inclination to leave -those are thought to form turnover- and some organizational and demographic variables for better understanding the turnover in Turkish Armed Forces. The mentioned variables are examined due to the data achieved from a sample of 202 people by a 55-question survey. With the results that gained from the study, the status of commissioned officers and noncommissioned officers both working in TAP and retired from TAP are stated and there has been made some solution statements in suggestion part. Some important results achieved from the study are; both job satisfaction and organizational commitment of regular officers and noncommissioned officers are over moderate level and expectations while turnover intent is under the expectations. The analysis of the statistics among job satisfaction, organizational commitment and turnover intent showed us that there is a strong relationship among these concepts. It has been determined that the strongest relationship between job satisfaction and it's sub-dimensions is among distributive justice and supervisory support. Taking into account that the strongest relationship of supervisory support is with distributive justice and the most effective factor of distributive justice is supervisory support; we can say that the most effective variable over job satisfaction is supervisory support. The people that choose the job with his own will, the people with better performance, the female people, the ones that has been graduated from civilian high school have more job satisfaction and organizational commitment and less turnover intent. In addition the people retired from Turkish Armed Forces have more organizational commitment, satisfaction gained from peer support and satisfaction gained from pay. On the other hand there is not any meaningful difference being found in turnover intent level. Difference in expectations for their work routines, work ethics and remembering the better sites of their job is effective over these findings. In regression analysis the explanation levels found are job satisfaction, organizational commitment and turnover intent in order. Not evaluating the general economic status of the country, general job availability and person's self confidence in finding a new job is effective over the low explanation level of turnover intent. Finally, It has been found that in retirement behavior from TAF, the most effective reasons are family based. For the person who achieved his/her retirement right; taking his opinions for the appointment place, taking into account the criterions about his/her family and giving some flexibility about appointment place, if it is really needed, will decrease turnover levels.
