Abstract:
Child maltreatment is a prevalent occurrence in the United States and often results in a response from Child Protective Services (CPS). Investigations closed as unsubstantiated often do not receive intervention services that are provided to families with substantiated cases. Literature examining risk factors for child maltreatment has demonstrated the similarity in case characteristics for substantiated and unsubstantiated cases, indicating the need for prevention services for closed child welfare cases. Most states have developed response services to work with families involved with CPS, primarily focusing on reducing risk for future maltreatment. A significant challenge for prevention programs is engaging caregivers in services and maintaining engagement for the duration of service period. Factors related to parental engagement in prevention programs have been identified through previous research. However, many programs do not incorporate interventions to measure readiness to change in order to adapt services for the clients. The current study seeks to measure motivation to change of parents with unsubstantiated CPS cases who are involved with a maltreatment prevention program. Established theories of child maltreatment and motivation to change are reviewed and purpose and methods discussed.
