Abstract:
The Indo-Pak relations have been strained since the birth of Pakistan. The most dominant factor, as it is perceived has been the difference in ideologies. The division of British India on the basis of communalism is the root cause of all problems between these two. This division developed in many forms of confides and discontents which still persist in great measure.
The trouble between India and Pakistan actually began even before they were established as free and independent nation. Hinduism and Islam are two different religions, having different points of view in each and every field of life. Since the 8th century when The Arabs made inroads into India and established their foothold in Sindh the rivalry between the two religions has been going on. Their rivalry was further politicalised by the frantic Hindu and Muslim Leaders.
The relationship between India and Pakistan has been the focal point of many an interesting studies in the field of International Relations. The two sovereign nation had existed as one political cultural entry for millennia before the partition tone then asunder in 1947. The bitter legacy of the communal holocaust its shadow in the immediate aftermath of independence subsequently the advent of cold war in Asia and erosion of democratic institutions in Pakistan the drifting apart became even more serious. The hopes of clean break-a remedial surgical measures were soon belied. Simmering antagonism escalating hostility and periodic explosions of destructive violence have marked the calendar of bilateral discontent in the subcontinent and abroad and have in past decades covered ground adequately.
The efforts in this thesis have been put forth to view the relations in all those forms which have been of great interest since 1990. ex. Like Kashmir Issue, Siachen Glacier Issue, Nuclear Issue exe, Kashmir Issue has been dealt with focal point of view taking into its genesis and some possibilities of solution are also raised. Talks between the leaders of these two countries have also accounted for their role in improving and harmonizing relations. Lahore declaration has been an instance that has been dealt extensively in the thesis.
Kashmir issue has been an issue between each and of talk between these countries. India considers Kashmir its integral part as it was annexed to India legitimately by Mari Singh who was representing the state then but Pakistan sees conspiracy in this and never approved of this, so leaders of Pakistan keep on mobilizing their palatal agenda on Kashmir Issue.
Next issue has been Siachen Glacier-a highest battle field between these two. The strategic importance of siachin makes it a hot issue. Natural & Geographical hindrance makes the demarcation of international boundary most difficult over it. Actual line of control changes from season to season also. There has been many efforts to end the row over this issue but lack of goodwill accounted for failing it.
Nuclear issue also has been major factor of disharmony in their relations. In reaction to India's Pokharan II test Pakistan made a series of explosion to show her supremacy and satisfy the religious extremists of her people but in contrast to India's drafted Nuclear policy of "No first use policy" Pakistan did not do anything with regard to its nuclear wars. As the world knows today, both the countries have capabilities of missiles with nuclear wars hence, on this issue both countries suffered embargo imposed by a negotiation table on this issue.
So both come on negotiation table in Lahore India's Prime Minister Mr. A.V. Vajpayee's much re interation on Lahore journey by Bus raised a lot of hope in people of both countries and simultaneously raised eye brows of extremists Vajpayee's warm welcome by Nawaj Sharif in Lohore which was marred by protests and signing of historical Lahore declaration was really a ray of hope for both sides.
But its evil result came as the Kargil war. A great breach of hope by Pakistan and its military made a severe blow to their harmonizing relationship. India's brave retaliation to this war was also a blow to Pakistan's plan to disturb India and Kashmir.
India refused to talk to Pakistan over any issue, as such. But succumbing to international pressure, at last Vajpayee invited the initiator of Kargil war in Agra, the abode of love. Pakistani President P. Musharraf's announcement of coming to India with open mind could not yield any result and Pakistani's insistence on Kashmir issue could not help sign even a declaration with free hands.
Diagnosis of Indo-Pak relations has been presented in the thesis. I hope it will certainly aid to the efforts, imitiated in this direction.
