There have been over a dozen major scandals involving personal misconduct in the U.S. Navy for well over a decade. Although the nature of these scandals does not appear to be relegated by rank or demographic, commanding officers (CO) draw the most attention. With the amount of negative media attention and the Chief of Naval Operations' (CNO) continued emphasis on the value of trust and confidence to mission success, these examples beg the question of why some commanding officers continue to engage in personal misconduct. To date, few studies about the U.S. Navy regarding the lived experiences of commanding officers involved in the charge of command have been conducted. The theory of the moral-self is the primary theory used to explore this phenomenon. Using a qualitative phenomenological research design, the purpose of this study was to explore the lived experiences of U.S. Navy commanding officers regarding the organizational factors affecting the moral-self. Semi-structured interviews were conducted with 13 retired commanding officers. A pilot test was conducted with a panel of three subject matter experts prior to performing the interviews to validate the interview guide. The interview questions addressed the five parts of the moral-self realm. The participants' responses were coded with primary and secondary processes using NVivo 11RTM software. Thematic analysis technique was used to derive the significant themes from the collected data. The themes that provided an explanation for U.S. Navy commanding officer judgement and behavior were institutionalism, generationalism, zero-defect, ethical leadership, and careerism or the careerist. The sub-themes that emerged were continuous change, scarcity of resources, operational licensing, promotion or advancement, and the Bathsheba Syndrome. There is a tremendous need for more research in the realm of the moral-self with dynamic organizations, such as the military. The direction of future research should focus on weighing and then addressing the organizational factors influencing the moral-self of commanding officers uncovered in this study. Future research should also broaden the sample size to include the naval enterprises not covered in this study and explore organizational factors influencing the moral-self of commanding officers by demographics representative of the population.
