Like other countries in the 'Third World', Sudan, a heterogeneous colonial creation with a limited resource base, has experienced persistent patterns of domination and subordination along gender, regional/cultural/racial and class lines. These power relationships were shaped by internal and external factors connected to the country's pre-colonial, colonial and post-colonial history. In 1989, the National Islamic Front (NIF) overthrew an elected government in Sudan through a military coup. This not only forced active political parties, trade unions and activists into either underground or exile politics, but has also initiated a process of rethinking of issues that have contributed to the instability of the country since it attained political independence in 1956. At the head of these issues stood the question of the relationship between religion and politics, and a commitment to terminate injustices to historically disadvantaged racial and cultural groups and areas, recognising international human rights conventions. Consensus on these issues was reached by the National Democratic Alliance (NDA) - an umbrella organisation of Sudanese opposition parties - in the 1995 "Conference of Fundamental Issues". It is argued in this research that this process of rethinking has been gendered as male. Women's issues were subordinated to other wider issues and women's human rights were curtailed on religious basis. The other issues discussed were approached in a gender-blind manner. This research investigates the various discourses and practices through which specific issues are being constructed and addressed (or silenced) in contemporary Sudanese politics, from a gender perspective. Taking the Sudanese exiled opposition as a point of reference, the research explores the socio-economic and political factors behind this process, and the way women's groups active in exile have resisted and/or negotiated this marginalization and why. The research further addresses the relationship between exiled women's groups based in Cairo and Nairobi, and the way these groups articulate their interests, exploring possibilities for coalition building towards transforming gender relations. This study situates itself amongst current theoretical debates in Third World feminist scholarship, specifically the debates on the relationship between gender, racial and class 'difference' and the politics of coalition building. It also draws upon a comparative examination of current scholarship on the relationship between women's groups on one hand, and liberation movements, nationalist projects and exiled communities on the other hand. Fieldwork for this research was carried in Cairo and Nairobi, with additional research in Asmara and London. Research methods used consisted of documentary analysis of the texts produced by the exiled opposition, in-depth interviews with opposition leaders, activists, and activists in women's groups, as well as focus group discussions.
