A recurring debate within contemporary academic circles and among development practitioners has been how to ensure an appropriate formula for development, particularly in countries of the 'Third World'. From the late 1960s through to the 1980s, the growing realization dawned that the economies of these countries had not achieved rapid economic development. Poverty had not been alleviated and development was seen as a more complex and uncertain process that could not be planned and implemented entirely from the centre. Unfortunately, after over a decade of stabilization and adjustment programmes in the low-income countries, poverty continues to be of critical concern and remains a formidable challenge. In recent years, the harsh realities of these programmes have prompted a new emphasis on popular participation through decentralization. Recently, local government with distinct devolved powers has gained acceptance not only as a means of achieving a variety of developmental objectives, ranging from popular participation in decision-making, and tailoring development programmes to local needs and conditions, but also as a vehicle for the effective co-ordination of departments and agencies. It has been argued that effective local government will offer better opportunity for the poor and disadvantaged in society to participate in the decision-making process and be empowered in the battle for the eradication of poverty, inequality and material deprivation (Conyers, 1983). In this respect, it is suggested that the decentralisation has demonstrated the potential to close the gap between the rich and poor countries because of greater emphasis upon the areas of priority for human development, therefore adding value of life to the quality of the rural masses. This points to the fact that decentralisation is perhaps viewed as the missing link between development and underdevelopment. Unfortunately, according to available literature, there have been cases of local governments falling far short of stated objectives and aspirations in sub Saharan Africa. Mawhood (1993) rightly described the African situation as "urban chaos and rural stagnation". This is why these countries are still searching for the appropriate formula or the 'missing link' for development. This study is an attempt to examine the impact of the current dispensation by using Calabar South Local Government as a case study. The study brings to the fore some of the constraints facing local governments in their quest for decentralized administration and development. Calabar South Local Government in Nigeria has provided in this study some explanation with regard to areas in which proper attention should be given in order to try and arrive at the appropriate formula or the 'missing link' for development.
