This study argues that there were serious limitations in the development of post-primary education in Cameroon from 1844 to 1922 and in the Southern Cameroons during the inter-war years. This argument will be supported by evidence of what had been accomplished in a number of other West African territories during the same period and under circumstances which were largely similar. The London Baptist Missionary Society (B.M.S.) which introduced formal education and Christianity in Cameroon in 1844 failed to introduce other aspects of western civilisation to support the development of education generally and post-primary education in particular. By failing to do this, the B.M.S. initiated a pattern which was later sustained and contributed to problems in the development of education for much of the period covered by this study. These problems were intensified from 1884 to 1914, during the period of German administration. The pattern of German colonial administration and economic development created a demand for African personnel with only the rudiments of formal education. Consequently, by the end of German administration, although secondary schools were established, the quality of education provided was poor. The British oriented system of education in West Africa appears by comparison to have been of a higher quality and therefore different from that in German Cameroon. After the First World war, the British oriented system of education was introduced in what became the British Southern Cameroons. There were therefore reasons to hope that the retarded development of postprimary education in the territory would be solved during the inter--war years. Unfortunately however, the difficulties were further aggravated because, as it would appear, various aspects of administrative policy impeded the development of post-primary education in the Southern Cameroons. Hence the first secondary school in the territory was opened only in 1939, which was 95 years after the introduction of formal education.
