Cannabis regulation in the United States is undergoing enormous change. Over half of the United States has legalized medicinal or recreational cannabis use, and more states are considering similar laws. It is imperative that we measure the impact of rapidly shifting state-level legal cannabis laws (LCLs) on the health of our communities. Furthermore, the structure of LCLs across states is decidedly variable. For example, some states permit home cultivation of cannabis while others do not. Additionally, some states permit only a few tightly regulated dispensaries, while some allow hundreds of unregulated dispensaries. How LCLs and their legislative idiosyncrasies (i.e., LCL provisions) may alter cannabis-related norms, risk perceptions, knowledge, use patterns, and associated risk behaviors remains unclear. Traditional survey research methods are not well suited for monitoring this rapidly changing landscape. Social media, however, is a flexible, reliable, and inexpensive means of rapidly collecting data that could help answer an array of questions related to cannabis legalization. The social media market leader, Facebook, has over 190 million U.S. subscribers across all strata of age, race, education, and socioeconomic status and allows researchers to disseminate advertisements for web-based surveys to recruit specific populations. The goals of this project were to: (1) Leverage social media to collect samples of cannabis users and never-users to determine how LCLs and specific provisions of LCLs are associated with cannabis-related norm and risk perceptions, knowledge, patterns of use, and related risk behaviors; (2) Test the feasibility of social media as a sampling method for longitudinal substance use research by determining benchmark recruitment and retention rates and conducting exploratory analyses of resulting data. We collected survey data on individuals across the U.S. and used these data to evaluate how LCLs and LCL provisions were related to our cannabis-related outcomes. We initiated a parallel effort to assess the feasibility of collecting one, three, and six-month follow-up online survey data from these same participants. The results provide insights that could be helpful when crafting state-level cannabis policies and elucidate the required next steps to optimize digital epidemiological sampling methods for studying substance use.
