Municipal organizations serve a great purpose in our society through the organization of communities and by ensuring citizens' needs are met. Although municipal organizations do generally provide communities with what they need, organizationally they are slow to change and often find difficulty in implementing their mission and goals. They also are often criticized for being slow, inefficient, and lacking clear communication. This paper investigates a wide breadth of literature to identify what unique factors exist for implementing change in municipal organizations and what techniques could assist with helping the organizations to be effective.
