Özet:
Juvenile delinquency among youth with a history of child welfare system involvement is occurring at alarming rates. Maltreated youth have an increased risk of engaging in delinquent acts. Two systematic literature reviews with a total of fifty-two peer-reviewed studies, were conducted to explore the risk factors among youth with a history of child welfare involvement and juvenile delinquency and adequate interventions to address the problem. The primary research designs used were cross-sectional designs and cohort designs. The California State University, Los Angeles database and Google Scholar were utilized to locate these studies. The findings of the first review of literature includes twenty-nine studies highlighting that older youth and male youth are more likely to engage in delinquent behaviors. Also, African American youth following Hispanic youth were overrepresented in the juvenile justice system. Findings showed that youth who experienced neglect and/or physical abuse and recurrence of maltreatment were more likely to become delinquent. Youth who were placed in congregate care/group homes were also found to be involved in the juvenile justice system at higher rates. Also, youth who experienced multiple placement changes had an increased risk of engaging in delinquent behavior. Youth who had a mental health disorder, substance misuse, or behavioral problems engaged in delinquent behavior at higher rates. Findings also displayed the effectiveness of family-based interventions and prevention programs in treating delinquency. Interventions that specifically targeted this vulnerable population such as Multidimensional Treatment Foster Care and the Crossover Youth Practice Model seem to be the most promising. Future research should study environmental factors and sexual abuse on delinquency. Also, future research should include interventions that target youth in both the child welfare and juvenile justice system.
