Bu çalışma, 12 Eylül 1980 harekatı öncesinde Türk Silahlı Kuvvetlerinin müdahaleyi meşrulaştırmak amacıyla terörle mücadelede yeterli çabayı göstermediği iddiasını değerlendirmektedir. Demokratik rejimlerde terörle mücadele, siyasal iktidar, asker-sivil güvenlik güçleri, bürokrasi ve yargının etkin çalışmasını gerektirir. 12 Eylül öncesinde bunun gerçekleştirilmemesinin en önemli nedeni askerler değildir. Terörün 12 Eylül'den sonra etkisini yitirmesi ise, devletin zor kullanma gücünü bireyi koruma amacıyla sınırlayan kuralların fiilen geçersiz hale gelmesi ile bağlantılıdır. Bu yüzden ordunun terörün üzerine gitmediğini ileri sürmek, eldeki veriler ışığında, kolay değildir. Ancak bu tezi savunmak, 12 Eylül'e giden süreçte askerlerin üzerlerine düşen görevleri eksiksiz bir biçimde yerine getirdikleri anlamına da gelmemelidir. 1979 yılı ortalarından itibaren askeri müdahale fikrini ciddi bir biçimde tasavvur etmeye başlayan askerlerin, tam da bu sebeple, hem terörle mücadelede daha girişimci, yaratıcı olma, hem de demokratik rejim içinde kalarak teröre çözüm olabilecek diğer alternatifleri gündeme getirme iradelerinin çeşitli şekillerde zaafa uğradığını söyleyebilir.
This study evaluates the argument that the Turkish military did not wholeheartedly embark on the fight against terrorism so as to pave the way for the 12 September coup, In democracies a successful crusade against terrorism necessitates close co-operation between security forces, the bureaucracy, and the judiciary. It also requires the unconditional support of the goverment. Prior to the coup, such a stade of affairs could not be obtained. The post-coup military regime coped with terrorism, not only because it reshuffled bureaucracy, but also because limitations on the coercive power of the state had been rendered ineffective. Therefore, the argument can not be endorsed. Nevertheless, the fact that soldiers perceived intervention as a legitimate solution, beginning from, early September 1979, was likely to have some rather unintended and unforessen sitde-effects. Thus, soldiers were likely to be less than imaginative and enterprising in the battle against terrorism. The same factor also appears to have decreased their determination to appeal to other possible remedies which might have alleviated the crisis of democracy.
