Educational reform efforts are necessary for state and local educational agencies to prepare students to meet the demands of the 21 st century and to follow federal and state education laws. In efforts to support low-performing schools, education officials have concentrated educational reform on replicating the characteristics of high-performing schools. School improvement efforts are critical for the Hilo-Waiakea Complex Area, where 16 out of 17 schools have been identified as low-performing, and where students with disabilities perform at the bottom third of the state of Hawai'i. The purpose of this qualitative exploratory study explored the teachers' perceptions of the presence of the Nine Characteristics of High-Performing Schools as identified by Shannon and Bylsma (2007) at the only high-performing school in the Hilo-Waiakea Complex Area. Using the framework that change comes from within, this study is grounded in the teachers' perceptions taken from two online surveys using SurveyMonkey. Twenty-four teachers completed the online Teacher Survey. Subsequently, thirteen of them completed the Teacher Extended Survey. Data collection and calculation of the weighted average percentages for each statement and characteristic were conducted using SurveyMonkey. NVivo qualitative data analysis software was employed to code and organize data from the Extended Teacher Survey. Data analysis occurred through the comparison of general and special education teacher survey responses, which were triangulated by three of the school's accountability reports. Four themes emerged concerning the research questions and were validated through the literature. The implications were: (a) high standards and expectations and the alignment to state standards were perceived highly present for both sets of teachers; (b) school leadership, and collaboration and communication were consistently viewed lacking presence; (c) family and community involvement was perceived present and differed the least between teachers' perceptions; and (d) school leadership, a clear shared focus, and collaboration and communication were the three characteristics with the greatest difference among the teachers' average weighted scores. This study provides a strong foundation for the school improvement efforts at the participating school and serves as a model for the low-performing schools who are in the improvement planning process. It is recommended that the school improvement efforts focus on providing professional development focused on developing teachers' knowledge of effective practices of inclusion, representation of stakeholders are included in the decision-making process, and professional learning communities are monitored for its effectiveness.
