John Cotton's influence in commending the Congregational Way, extending to Thomas Goodwin and John Owen in England, and to Gisbertus Voetius on the Continent, is well known. Likewise, the tumultuous rise of Baptist thought and practice in both Europe and the New World during the seventeenth-century has been documented. Cotton's primary contribution to this second debate consists of his The Grounds and Ends of the Baptism of the Children of the Faithful Opened, a book of some 220 pages that scholars find "devoid of original argumentation." It is true that Cotton added little to the debate, well established by 1642, over the significance of infant baptism within the framework of covenant theology. What is original here, however, is Cotton's application of the categories of covenant theology, which he embraced with the Presbyterians against the Baptists, to a church polity that is decidedly Congregational, rather than synodal, that is, where church power is shared by the congregation rather than residing fully in the elders. This dissertation argues that in Grounds and Ends, Cotton claimed covenant theology for Congregationalism. That is, he answered the Baptist challenges to infant baptism by separating covenant theology from the state church. In so doing he works to provide an alternative to Presbyterian polity while, simultaneously, rebuking Baptist theology and practice.
