The central problem with which this work is concerned is that of how to achieve the socially efficient use of land in the face of externalities. Society's increasingly significant environmental and recreational values cannot generally be captured by the market. As a result, private landowners will tend to neglect these non-market values in favour of commercial exploitation. The role of public land purchase in addressing this problem is considered. However, since land nationalisation has in the past been viewed as an 'extremist' option, it is important to demonstrate not only that there is theoretical motivation for consideration of land purchase by public and voluntary organisations, but also that use of this mechanism is already well-established. This is done by calculating the size of the 'Conservation Estate' of land owned or leased by such organisations for conservation purposes, or where site management takes into account the environmental concerns of the public. The performance of public land purchase is then assessed in comparison with payment mechanisms to private farmers, on two case study sites. As with previous analyses, public purchase is shown to be a cost-effective option under a variety of circumstances, and/or one which can provide relatively high levels of benefits to 'consumers' of the countryside. However, two problems with such cost comparisons are highlighted, and their implications explored. In particular, the Treasury discount rate may be too high, reducing the attractiveness of purchase. More work also needs to be done on valuing the environmental benefits to be derived from protected sites. Finally, the case study analysis clearly demonstrates the role that public land ownership has played in protecting and shaping the conservation interest of areas in the past. Given sufficient funding, public purchase will continue to provide a high level of protection in a cost-effective manner in the future.
